The second admin menu shows up accidentally

Sometimes after clicking one of the admin menu items, the second admin menu appears to the right of the first under the admin bar, and the plug-in/menu item clicked doesn't open its dashboard. Page renewal helps, but this situation can pop up again any time. Tried with many templates and on several sites of mine. Might be a conflict with other plug-ins, like ASE (admin and site enhancement). But maybe not. Looks like a bug. Has anybody come across something similar?
