New Update Causing some issues

Hi guys. I appreciate making things better. I experienced 2 issues that I wanted to show you. I resolved one, but the other I need some advise on.

1. the update stopped the scrolling function in the content area

2. The help bubble I have in the admin footer within the dashboard disappeared with the last update.
