Custom Menu not working

Hello, I have created a custom menu that i am trying to apply to a specific role/person only. but it is not applying to the users/roles admin dashboard/menus. I have removed other plugins and re made the menu multiple times. I just purchased Uixpress and do not want to be stuck with it if I cant not get this solved.

has anyone else had this issue, is there any reccomendation’s? IV cleared cache and also waited 12+ hours yet it still not working.
