Cannot remove permissions from user roles

I tried removing various permissions from my clients “Mini Administrator” role because i don’t want them to delete plugins or themes again.

When I press on the X next to the role permission, I get the confirmation pop up, press yes and it says capability removed on a small notification pop up. The role still has the permission, so I tried reloading the page and it still has it.

Now i realised that i myself have the Administrator role, but there’s also a “Super Admin” role hidden, it’s not showing up under roles but when I edit my user, I can select it. After selecting it and updating, nothing happens, it’s not added to my user. Does this have anything to do with the issue?

Somethings wrong with the permissions that’s for sure. I have almost no plugins installed as it’s a fresh setup, only SVG support and i tried testing without it.

I use Astra Theme.
