Admin template doesn't load in dev environment

Because uipress checks for an HTTPS connexion, it doesn't load at all with http. In dev environment it can be easier tu just stick with HTTP.

Would be great to be able to filter out that check in PHP with a constant like UIP_ENSURE_HTTPS.
