Menu Builder not giving correct link for Admin Pages

After creating an Admin page I want to add it to a menu. I open a user menu, click the
“+” icon at the top, scroll to find the admin page and then drag it to the menu.

The URL that it creates does not include “admin.php?page=”, it just has the page name. The admin page will not load on any of the sub sites. I have to manually add the link for all admin pages to the menu builder with that prefix for them to load.
